Without a bottom heat you will only succeed the "easiest" rhododendrons : many lepidotes and nearly all japanese azaleas.
Plan in principle.
Around a construction in stone or in wood put some plates of STYROSPAN to insulate your heated frame.The plate of the bottom will be perforated and lied on gravels in order the water can flow out. Spread 2 inches of sand, put your electric cable according the instructions of the constructor, spread a second bed of sand and lay a wire netting on this sand. This one will prevent a tool to get in touch with the electric cable. Lastly spread 4 inches of a mix made of one part of fine peat and one part of perlite for the greatest cuttings and only 2 inches for the shortest ones.
Keep, with a thermostat, 22°C at the level of the wire netting.
